POSITION FILLED Part-Time Position Available – Assessment Clerk
The Town of Killingworth is accepting applications for the part-time position of Assessment Clerk. The position requires about 19 hours of office work per week. Reports to the Assessor. $23.76-24.04/hr.
Basic Functions
Position provides varied clerical, technical, and office administrative support to the Assessor. Assists in Grand List preparation and performs various duties as delegated. Assists in the administration of State and Local benefit programs.
Principal Responsibilities and Duties
- Process property information related to real estate, personal property, and motor vehicle accounts.
- Prepare and enter information into assessment databases; review for accuracy.
- Assist the general public, residential and commercial property owners, lawyers, realtors, and title-searchers, responding to queries regarding the Grand List, assessments, state statutes, etc.
- Assist the public in filing for various tax credit and exemption programs.
- Assist in preparation and processing of real estate sales ratio information for State M-45 reporting.
- Assist in the maintenance of the Motor Vehicle Grand list, including prorates and removals.
- Assist in personal property discovery, correspondence, and processing of declarations.
- Prepare legal notices and mailings in accordance with CT General Statutes; update Town website notices and forms as needed.
- Communicate with software vendors, IT, and GIS vendor, as necessary.
- Provide administrative support to the Board of Assessment Appeals, as appropriate.
- Perform clerical and administrative duties, as assigned; other related duties, as assigned.
Knowledge, Skills, and Abilities
- Ability to work independently with minimal supervision and exercise independent judgment in the execution and completion of varied clerical and technical duties; accuracy in typing and recording data.
- Skilled in the use of a computer and Microsoft Office products as well as the ability to learn and adequately use industry-specific and specialized software.
- Ability to handle a large volume of telephone, email, and in-person inquiries.
- General knowledge of the principles of governmental policies and procedures.
- Ability to acquire a working knowledge of the Assessor’s duties, general statutes, and regulations.
- Ability to create, update, and maintain accurate records and to ensure completion of work within established deadlines.
- Ability to communicate effectively with the general public and to handle sensitive, confidential matters with tact and courtesy.
- Ability to read survey maps and to acquire a working knowledge of Assessor’s maps and GIS system.
- Ability to understand and execute written and oral instructions.
- Ability to compute basic mathematical calculations.
Qualifications
- High school diploma or equivalent; Bachelor’s or relevant Associate’s degree preferred.
- Two (2) years of experience in a municipal assessor’s office preferred, or responsible clerical bookkeeping experience or coursework in Bookkeeping or Accounting.
- Real estate or land records experience desirable.
- Proficiency with Microsoft Word, Microsoft Excel, and standard office equipment.
- Demonstrated willingness to assist the public, compose routine correspondence, and work with town officials and staff members in a positive and professional manner.
- Experience with Computer-Aided Mass Appraisal (CAMA) and Quality Data Service (QDS) assessment software desirable.

Killingworth Selected for Election Audit
Pursuant to CGS Section 9-320f(a), 5% of all voting precincts in CT are randomly selected to have their tabulator totals audited following any election or primary. Last week, Killingworth was one of the precincts selected. Therefore, the Register of Voters will conduct the audit at the Secretary of the State’s Office located at 165 Capitol Avenue, Hartford on Friday, November 22, at 9 am.

Volunteer for a new Social Service Program in Killingworth. UR Community Cares has been given start-up funds from the Town, Sun Community, Emmanuel Church and St. Lawrence Church. More donations are need for a one-time security check and insurance for each participant.
Volunteers will be helping over-70 or disabled residents with house or yard work, transportation or companionship. You can select a job from your computer when you are available.
UR Community Cares has been adopted by over 50 Connecticut towns and the Clinton Police Department.

Tree and Invasive Species Presentation October 22
The Killingworth Conservation Commission is delighted to sponsor a program presented by Gail Reynolds, an expert on invasive plants, tree endangerment and native ecosystems.
Come and learn what makes a plant invasive in Connecticut, what plants are listed as invasive in Connecticut, and the harm invasive plants can do to our native ecosystems. Invasive plants will never be eliminated but there are steps to mitigate the damage invasive plants cause.
Gail Reynolds graduated from Yale University with a B.S. in Biology and a M.F.S. in Forest Ecology. She had a long career as an Information Security Professional, earning five industry certifications. Gail has worked for UConn Extension as Master Gardener Coordinator and Master Composter Coordinator. Gail and her husband Dan currently own Reynolds Forestry Services LLC. Her interests focus on native plant gardening, technology, land conservation and fitness.
The program is scheduled for October 22 starting at 7:00pm. It will be held at the Killingworth Public Library and is free and open to the public.
Testing of Optical Scanners for November Election
The Registrars of Voters in Killingworth will conduct the Pre-Election Testing of sample ballots in the optical scanners for the November 5, 2024 election. The pre-test will take place at the Killingworth Town Hall conference room, 273 Route 81, Killingworth on October 18, 2024 at 1 pm.
The tabulators’ counters will be set back to zero, sealed, and ready for the voting session.
All Killingworth voters are welcome to observe.

Absentee Ballots Are Available From Town Clerk’s Office
Absentee ballots for the November 5, 2024, election are now available in the Town Clerk’s Office to all electors with a qualifying reason. To apply for an absentee ballot, either:
- stop by the town clerk’s office to complete an application and we will hand you your ballot,
- visit the Secretary of the State’s website at Absentee Voting (ct.gov), and print an application. Mail it to the town clerk’s office and we will mail your ballot within 24 hours of receipt,
- apply entirely online with a valid CT driver’s license or CT ID and we will mail your ballot the next day. Simply visit myvote.ct.gov/getmyab .

August 13, 2024, Republican Primary Audit
The Killingworth Registrar of Voters will conduct an Audit of the August 13, 2024, Republican Primary ballots on Monday, September 9, 2024, at the Killingworth Town Hall Conference Room at 11 am.
State law requires that 5% of all voting precincts have their machine totals audited following any election or primary. The Secretary of the State’s office randomly selected 39 voting precincts to have their machines audited for the August, 2024, primary.

The Town of Killingworth is seeking a qualified professional to manage the operations of the Department of Public Works. The Director of Public Works reports directly to the First Selectman and has overall responsibility for the ongoing maintenance of the town’s physical assets and properties including roads, infrastructure, facilities, equipment, and grounds.
Job requirements include four years of supervisory and engineering experience, specifically as it relates to public works operations. Candidates must possess strong project management and supervisory skills, oral and written communication skills, a proficiency in Word, Excel, and related applications; experience with Internet and web-based applications and reporting.
